Boverket has recently sent out a new proposal for regulations for “Sustainable Mobility” on referral. The new rules, based on the EU's updated energy performance directive (EPBD), means stricter requirements for both electric car charging and bicycle parking. For property owners, this may feel like a technical challenge — but for us at ChargeNode, this is exactly what we've been preparing for since the start.

What does Boverket's new proposal mean?
The aim of the new regulations is to speed up the transition to fossil-free transport by making it easier to charge your car and park your bike at home and at work. Here are the key points at a glance:
- More charging points in new construction:
- Residential buildings: For new residential buildings with more than three parking spaces, it is proposed to require at least one charging point and wiring infrastructure (cables drawn) to all other places
- Local buildings: Office buildings are subject to the toughest requirements — it is proposed that at least 50% of parking spaces have charging points. For other premises, at least 20% applies.
- Retroactive requirements for existing buildings:
- Local buildings (e.g. offices and shops) with more than 20 parking spaces must have at least one charging point by 2027. In the future, the requirements are expected to be further tightened to reach the targets by 2033.
- Smart charging is a must:
- Charging should be “smart”, which means that it should be able to be optimized according to the load of the power grid or external signals. It also opens up bi-directional charging (V2G) where the car can provide power back to the building or grid.
- Better place for bikes:
- The proposal also includes bicycle parking requirements. For residential buildings, at least two bike spaces per apartment are suggested, with extra space for larger bikes such as box bikes.

Residential buildings (apartment buildings, BRF, condominiums) — new construction
≤ 10 parking spaces
- Current requirements: No requirements
- New requirements (EPBD): At least 1 charging point. Wiring up to 50%. Empty tubes for the rest.
- Other: Smart charging mandatory, open protocol (OCPP), bi-directional charging if possible.
> 10 parking spaces
- Current requirements: Management infrastructure to all parking spaces
- New requirements (EPBD): At least 1 charging point per 10 locations. Wiring up to 50%. Empty tubes for the rest.
- Other: Smart charging mandatory, open protocol (OCPP), bi-directional charging if possible.
Local buildings/offices — new construction & major renovation
≤ 5 parking spaces
- Current requirements: No requirements
- New requirements (EPBD): At least 1 charging point. Preparation (empty tube) to all.
- Other: Smart charging mandatory, open protocols (OCPP), interoperability.
6—10 parking spaces
- Current requirements: No requirements (below the 10 limit)
- New requirements (EPBD): 1 charge point per 5 locations (= 1-2 charge points). Preparation to all.
- Other: Smart charging mandatory, open protocols (OCPP), interoperability.
11—20 parking spaces
- Current requirements: Management infrastructure to 20%. At least 1 charging point.
- New requirements (EPBD): 1 charge point per 5 locations (= 2-4 charge points). Wiring up to 50%.
- Other: Smart charging mandatory, open protocols (OCPP), interoperability.
Office, 20+ parking spaces
- Current requirements: Wiring infra to 20%. At least 1 charging point.
- New requirements (EPBD): 1 charging point per 2 locations (= 50% of all locations). Wiring to the rest.
- Other: Smart charging mandatory, open protocols (OCPP), interoperability, bi-directional charging if possible.
Retroactive requirements — existing local buildings (deadline 1 Jan 2027)
≤ 20 parking spaces
- No retroactive requirements (unchanged).
20+ parking spaces (in building)
- Current requirements: At least 1 charging point (since Jan 1, 2025)
- New requirements (EPBD): At least 1 charge point per 10 locations + preparation to 50% (by Jan 1, 2027).
- Other: Smart charging mandatory, open protocol (OCPP).
Technical requirements — applies to all new charging points
- Smart Charging: Required — all charging points must be able to optimize charging.
- Open Protocols: Mandatory — OCPP or equivalent open standard.
- Interoperability: Mandatory — charging points must be able to communicate with energy grids and third-party systems.
- Bi-directional Charging (V2G): To be made possible where technically feasible.
Timeline
- April 17, 2026 — Deadline for referral response Boverket (dnr 246/2025)
- May 29, 2026 — New rules come into force for new construction and major renovation
- Jan 1, 2027 — Retroactive requirements: existing premises with >20 parking spaces must meet new requirements
NOTE: Exact figures are based on the minimum requirements of the EPBD Directive and the Boverket's referral proposal. Final regulations may be adjusted after the referral round.
