New building requirements from Boverket 2026—2033: How the charging infrastructure in Sweden is affected

From 2026, new requirements for charging infrastructure will be introduced in Sweden according to EU directives and Boverket rules. The article explains what applies to new construction, redevelopment and existing buildings — including retroactive requirements from 2027 and 2033.

New and retrospective requirements for charging infrastructure and bicycle parking

From 2026 onwards, several new requirements for charging infrastructure and bicycle parking will be introduced in Sweden, in line with EU Directives and the Boverket's regulations. These requirements apply to new construction, reconstruction and, in some cases, to existing buildings.

Requirements from 2026 for new and remodeling

For non-residential buildings, which have more than five parking spaces in the building or on the site, from 2026 at least 20% of the spaces must have a charging point. For office buildings, the requirement is even higher — at least 50% of places must have charging points. In addition to this, cables shall be drawn up to at least half of the remaining places, and the remaining sites shall be prepared with blank tubes or equivalent. Bicycle parking is also covered: there must be bicycle parking spaces corresponding to 10% of the total passenger capacity of the building or 15% of the average passenger load. Exceptions can be made for buildings that are not normally reached by bicycle.

Requirements from 2026 for residential buildings

For new or converted residential buildings with more than three parking spaces, at least one charging point must be installed. In addition, cables to all other parking spaces shall be provided to enable future installation of charging points.

Retroactive requirements from 2027

From January 1, 2027 will be introduced Retroactive requirements for existing buildings with more than 20 parking spaces. These buildings must either have one charging point per every 10 parking spaces (10%) or have been prepared with empty tubes or similar for at least half (50%) of the spaces.

There are no retroactive requirements for existing residential buildings.

Retroactive requirements from 2033 for public buildings

Additional retroactive requirements come into force in 2033 and apply to buildings owned or used by public bodies (e.g. state, regional or municipal authorities). These buildings must have cables drawn to at least half of all parking spaces to allow installation of charging points.
